IMO STATE MINISTRY OF LANDS & THE SET RESCUE MISSION

In the Imo State Ministry of Lands, Survey, and Physical Planning, a new Commissioner walks in on a rescue mission.

He is Chief(Barr) Enyinna Onuegbu.

Land is sacred, it is a bank for natural wealth and could be a thorn in fraternal and communal relationships, creating stems of conflicts. Yet, land harbours nature’s resources.

Primarily land is a source for survival, growth, and development, and attracts efforts in investment and social ventures, and in building infrastructure.

The importance of land cannot be overemphasized, it is the most useful entity carrying community involvement as a collective source of wealth, cultural relationships, and communal values.

In most cases, governments step in to regulate land acquisition, and carry out the regulation and overall management in the interest of the people, particularly when land grant becomes a necessity, and in all considerations, advance to build a reciprocal relationship.

Management of Lands rests on the government through land use laws.

In Imo State, the land use laws include:

Land Use Charge Law

Imo State Lands Administration and Geographic Information Service

Imo State Right of Way Regulation.

These laws capture and brace the working statutes that govern Lands administration in Imo State.

Considering the enormity and ingenuity involved in land administration, probity in conduct and carriage must be a determining factor in the choice of good land administrators.

In some national climes, not limited to Nigeria, lands administration encounters teething problems that occasionally erupt from unpredictable human factors; for this, care must be taken to engage the right people to achieve desired good results in lands administration.

Recall that His Excellency, Distinguished Senator Hope Uzodimma, Governor of Imo State, upon assumption of office in his first term, put measures and policies in place to recover inappropriately acquired lands, and considerations were put in place to straighten things and embark on land allocation following due process.

But this drive was aborted when the Governor discovered unacceptable land dealings that invariably collapsed the columns of confidence stretched over some of the responsible appointees. That caused a disruption and brought in unwanted prolapse in the planned allocation of lands.

Following this development, cleanup is necessary.

The Governor, Distinguished Senator Hope Uzodimma, has long positioned himself as a man with zero tolerance for land grabbing and bad deals. He wants to leave behind an unmistakable and unwavering legacy of confidence.

The choice of Chief(Barr.) Enyinna Onuegbu as the Commissioner for Lands, Survey, and Physical Planning might be fitting into this bargain of confidence as a tested ally. He served as a Representative of the Governor in the ministry since May 2024, before his recent appointment.

From the start, it sounds like a swift understanding and undertaking, with no relapse to fault lines in accessing responsibility.

The new Commissioner in keeping with his commitment rolled out his scroll of abiding checks and rules in addressing staff of his ministry:

“I have no PA, no Chief of Staff, no Assistant, and don’t say, I know this man, and I see him with the Commissioner.”

He warned against unauthorized transactions and asserted that his first major task would be unalloyed support to the Governor’s vision of digitalizing land administration in Imo State and promised that the allocation of lands will soon continue.

On the issue of the gazetted whitepaper and the provisions contained therein, he posited that no land transaction would be allowed to contradict the provisions of the whitepaper.

This is the dawn of a regime with a crisp mission of absorbed transparency in land administration in Imo State. It is indeed a rescue mission to behold and watch.
